The United States boasts one of the most dynamic and competitive beauty markets in the world. As per Circana, U.S. prestige beauty retail sales rose 4% to about $36 billion in 2025, while mass beauty sales jumped 5% to $72.7 billion.
Here are some product trends particularly relevant to new beauty brands. Mass-market skincare, led by facial cleansers and moisturizers, grew 6% in 2025. Scalp care continued to grow strongly in prestige hair with fragrance still being one of the strongest performing categories as mass fragrance sales were up 15%. Hybrid products offering both beauty and skin care benefits also grew in consumer interest.
Bo International can help companies reach customers in major U.S. markets including New York, California, Texas, Florida, Illinois, New Jersey, Georgia and other states throughout the country.
Start your own line of cosmetic and personal care products without needing your own manufacturing facility. Bo International can help you with private label cosmetics, formulation, manufacture, filling and packaging of products to suit your business needs. This lets your team focus on branding, retail, digital marketing, distribution and customer growth in the US market.
Product differentiation is particularly crucial in the United States, where consumers have access to thousands of mass, masstige, prestige, and independent beauty brands. Our R&D team can build custom cosmetic formulation around your preferred ingredients, texture, fragrance, appearance, target consumer and positioning.
If you already have a formula, benchmark product or reference sample in place, our team can review and discuss appropriate development options with you. In most cases, samples can be developed and tested before a formula that has been approved is manufactured in bulk.
Established U.S. beauty brands and distributors may have a formulation or product concept but need the additional manufacturing capacity. Our contract cosmetics manufacturing services can help with bulk production, filling and packaging to agreed product specifications, quantities and packaging requirements.
Skin Care
Create facial cleansers, serums, moisturisers, creams, gels, masks, toners and other private label skincare products. Mass skincare experienced growth in 2025, driven by facial cleansers and moisturisers, before prestige facial skincare regained momentum later in the year.
Hair & Scalp Care
Develop private label haircare products like – shampoos, conditioners, masks, treatments, oils, styling products and scalp-care formulations. Scalp care has been a leading trend in the U.S. with another year of double-digit growth in prestige in 2025.
Fragrance
Create private label perfumes, body fragrances and fragrance-led personal care ranges to your preferred scent profile, concentration, positioning and packaging. Fragrance continued to be one of the fastest-growing beauty categories in the U.S. in 2025, driven by luxury scents, higher perfume concentrations, minis and discovery formats.
Bath Body & Grooming
Bo International can also produce private label body washes, lotions, creams, scrubs and grooming products and other everyday personal care formats.
Bo International can work with:
Each project can be planned around product category, target audience, expectations of positioning and packaging and expected production quantity.
Cosmetics sold in the United States are primarily regulated by the U.S. Food and Drug Administration (FDA) under the Federal Food, Drug, and Cosmetic Act, the Fair Packaging and Labelling Act and the Modernisation of Cosmetics Regulation Act of 2022 (MoCRA).
Imported cosmetics are subject to the same legal requirements as those manufactured in the U.S. and may be inspected at the time of entry by the FDA and U.S. Customs and Border Protection. Products showing signs of adulteration or misbranding may be refused admission.
Cosmetic facilities that are required to register under MoCRA must register with the FDA and generally renew their facility registration every two years. The Responsible Person is also required to register each of the marketed cosmetic products with the FDA, including the required product and ingredient information, and to update registrations annually where applicable.
FDA emphasises that registration of facilities or listing of products does not mean that the facility or cosmetic product has been “FDA approved.”
MoCRA mandates the Responsible Person to keep records to support the adequate safety substantiation of cosmetic products. Responsible Persons also must report serious adverse events associated with cosmetic use to FDA within 15 business days and provide any follow-up information received in the next year.
Bo International can go over the available manufacturing and product documentation for your project and the U.S. Responsible Person, importer or regulatory consultant should check the requirements for each product.
U.S. cosmetic labels are required to meet applicable FDA requirements. For retail cosmetics this usually includes:
Imported products are also required to identify the country of origin as required by applicable U.S. requirements. FDA label information required is generally in English. Cosmetics marketed as both cosmetics and drugs (and some products that make therapeutic claims) may be subject to additional U.S. drug requirements.
Federal compliance is not always the only consideration. States may have further requirements. For example, a business selling products in California might need to consider Proposition 65, which may require warnings if a product exposes people to listed chemicals at levels above applicable limits.
California also banned the intentional addition of PFAS to cosmetics, effective January 2025, and several other states have put in place their own PFAS restrictions. Therefore, brands considering distribution across the country should consider federal and relevant state requirements before finalising formulations and packaging.
Our private label MOQ generally starts from 2,000 pieces, with final quantities depending on the product, formulation, filling, packaging and level of customisation.
Yes. We support startups, retailers, importers, distributors and established brands that are developing skincare, haircare, fragrance and personal care products for the U.S. market.
While the FDA does not preapprove most cosmetics before they go to market, certain ingredients, such as colour additives, have specific approval requirements. Cosmetic companies still need to ensure product safety, labelling and regulatory compliance.
Facilities and Responsible Persons subject to MoCRA requirements generally must have facility registration and cosmetic product listing, subject to applicable exemptions. Facility registrations are renewed every two years.
Yes. The FDA says imported cosmetics are subject to the same laws and regulations in the U.S. that apply to domestically manufactured cosmetics.

Bo International has quality standards certified by ISO 22716:2007 (certified by Intertek), WHO-GMP, FSSAI approval, U.S. FDA Facility Registration (MoCRA), HALAL, KOSHER and HACCP and is recognised as One Star Export House by DGFT. We can also provide supporting documentation such as Certificate of Analysis (COA), Material Safety Data Sheet (MSDS/SDS), BSE Certificate, Certificate of Free Sale and Manufacture, and other applicable product or manufacturing documents depending on the product and project.
For U.S. imports, the brand, importer or Responsible Person should confirm what documents are needed for that specific product and entry process. U.S. FDA Facility Registration or cosmetic product listing does not imply FDA approval, and FDA does not issue certificates to confirm cosmetic facility registration or cosmetic product listing compliance.
